Low/mid poly stylized models, preferably cartoonish/simplified/anime.Hand painted textures or flat color, depends on purpose. Price is defined by complexity/amount of details/purpose, I prefer to work with a premade concept art, if it's possible.

Model's purpose and the needed format (obj, fbx, etc)
If the rig is needed, if yes, then for what (game/animation/other)
Type of rig (body only or extra objects such as hair too)
Preferred style. Polycount (low/mid/ or high poly). Amount of details.
Texturing (hand painted or generated), size and amount of textures
Budget, timing, deadlines.
