once a commission is finished, or almost finished (i.e.; in colouring or shading stages), you must pay for it unless financial issues have risen, or you have overgone your budget. backing out because you just don't want it anymore means i've wasted my own time on work that you don't suddenly want to pay for, and that just sucks for me because than i don't get rewarded for a job i spent potential hours on.
