What I usually ask the clients (prefer at least one image reference ):

1.idea   ( pose )
2.chara reference
3. bodytype [ what u love ]
4.outfit 
5.style [semi realistic western cartoon anime furry ]
6.quailty [ flat color - full render]  
7.expression  
8.deadline
9.background   [default is monochrome]

price range 25 to 160 $
1 .[ note site take 22% from artist so u need to know fees ]. 2. but your budget is fine if I like your idea .

If its first time to make a job :

         1.start job
            go to my profile choose the slot Don't look at  price yet 
            its changeable when u both agreed with in the next steps .
            steps   [the site has 3 main stages] 
         2. approve stage open slot and agree with artist with the price.
         3. paid client will show artist that I paid to the site and the site hold money 
             as a middle man and u will wait for the artist to make sketches
             and u can send notes in sketch step is the large edits then 
             if all good will start color and final render and will .
             send the final with water mark of the site will removed in next step.
         4.complete stage client will press complete
             and wait 1-24 hours until site admins accept it 
             and when it change from paid complete appears 
             the water mark will removed .
